FSSAI announces stevia can’t be used in cocoa and chocolate products

According to the existing Food Safety and Standards Regulation (FSSR), the use of ‘steviol glycoside’ in cocoa and chocolate products is prohibited until the authority makes a decision

The Food Safety and Standards Authority of India (FSSAI) has issued a directive regarding the use of ‘Steviol Glycoside (INS 960)’ as an additive in certain food categories. According to the advisory, the use of ‘Steviol Glycoside (INS 960)’ is currently not allowed in ‘Cocoa and Chocolate products’ (FCS 5.1.3) and ‘Imitation chocolate, chocolate substitute products’ (FCS 5.1.4) as per the existing Food Safety and Standards (FSS) Regulations, 2011.

This advisory, dated November 23, 2023, was officially published on November 28, 2023 and is currently in effect.

According to the existing Food Safety and Standards Regulation (FSSR), the use of ‘steviol glycoside’ in cocoa and chocolate products is prohibited until the authority makes a decision.

FBOs are directed to strictly comply with this regulation. They should not manufacture and/or sell such products in the market or on e-commerce platforms. This directive applies to all Central Licensing Authorities and Commissioners of Food Safety in all States and Union Territories. They are urged to take note of this provision and take further necessary action accordingly.
